Every Dutch provincial site that declares full compliance, scanned

The Dutch Ministry of the Interior runs a public register of digital accessibility for public sector bodies, required by the Tijdelijk besluit digitale toegankelijkheid overheid, which transposes EU Directive 2016/2102. Every body publishes a statement and the register grades it: A for fully compliant down to E for no statement at all. Filtered to the provinces and to status A, the register returns 23 sites and apps. Those 23 are the sample here, and the filter that produced them is the register's own.

This is the one accessibility claim in the Netherlands that an organisation makes about itself in public and in writing. A declaration of full compliance is checkable, so we checked it: everything below comes from the same scan any visitor can run here for free, on the same day, with the same method. An automated scan cannot prove a site accessible and this page does not claim it does. It can only show whether the things a machine can test are in order on a site that says they are.

Total findings counts every rule axe-core reports. Only the ones carrying a WCAG success criterion move the score, which is why a page can show findings and still score 100: the rest are best-practice advice, not conformance failures.

How to read this, and how not to

  • We did not choose this list. It is the set of services the regulator named, in the order it named them.
  • One page per service was tested: the entry page. This is not a verdict on a whole site, and it is not the review the regulator is carrying out.
  • An automated scan reaches about a third of the WCAG success criteria. It can show that a page fails; it cannot show that a page passes.
  • A low score is not a finding of illegality, and a high score is not compliance. No EU regulator has issued a fine under the EAA to date.
  • Scores move when markup moves. Every row is dated, and re-running the scan is how the date changes.
