Each member state has written the directive into its own national law, and the dates do not all land on the same day. Every date below is taken from the country page it belongs to, in the order it happens.

A date shared by several member states is the directive's own. A date that appears once belongs to that country alone.

  1. 9 member states
    • Bulgaria: Paragraph 5 of the transitional provisions takes effect, amending the law on the 112 emergency call system, and the interim arrangement for emergency calls in paragraph 4(4) ends
    • Greece: Under article 3(3), the law starts to apply to the handling of emergency communications to and from the single European emergency number 112
    • Hungary: Requirements on answering emergency communications to 112 start to apply under section 12(5) of the Act
    • Latvia: Section 3, paragraph three of the law and Chapter VI of Regulation No. 128, both on answering the single emergency number 112, enter into force
    • Lithuania: The Law No. XV-760 rules on answering emergency calls to 112 take effect, including Article 2(5¹) and Article 7(3). They bring back, in the same words, the rules of Article 2(5) and Article 7(2), which Law No. XV-760 repealed from 1 April 2026
    • Malta: The obligations in regulation 4(8) on answering emergency communications to 112 come into force
    • Portugal: Obligations on answering emergency communications to 112 apply under Article 39(2)
    • Romania: Article 4(8), on answering emergency communications to 112, enters into force
    • Slovenia: From this date at the latest, the most appropriate public safety answering point must answer emergency communications as Article 9(2) requires, under Article 17(2) of ZDPSI-A

    • Germany: End of the § 38 BFSG transition for products already used to provide a service before 28 June 2025, and last date for service contracts agreed before then
    • Sweden: Transitional provisions 3 and 4 end. This is the last day a provider may use products it lawfully used before 28 June 2025, and the last day for services under contracts concluded before that date

    • Austria: End of the § 37 Abs. 2 transition for products already in lawful use before 28 June 2025 and for service contracts agreed before that date
    • Belgium: End of the transition for service contracts agreed before 28 June 2025, and the date to which article 40 runs the micro-enterprise exclusion
    • Bulgaria: End of the transition for products already used to provide a service before 28 June 2025, and last date for service contracts signed before then
    • Croatia: Under Article 37, last day service providers may keep using products they were already using lawfully before 28 June 2025. This is not a general grace period for the service itself
    • Cyprus: End of the Article 45 transition for services delivered with products used lawfully before 28 June 2025
    • Czechia: End of the § 28 transitional periods for pre-existing service contracts and for non-accessible products already used to provide services. Self-service terminals already in use run on a separate limit of 20 years from first commissioning
    • Denmark: End of the transition for services delivered by means of products lawfully used before 28 June 2025, and for contracts agreed before that date
    • Estonia: End of the transition for service contracts signed before 28 June 2025 and for products already used to provide a service
    • Finland: Outer limit for service contracts already running before 28 June 2025
    • France: End of the transition for products already used to provide a service before 28 June 2025, and last date for service contracts agreed before then
    • Greece: End of the article 28(1) transition for products already lawfully used to provide services before 28 June 2025
    • Hungary: Outer limit for services continued under contracts concluded before 28 June 2025
    • Ireland: End of the Regulation 38(1) transition for services provided using products already in lawful use, and the outer limit for service contracts agreed before 28 June 2025.
    • Italy: The Article 25(1) transition ends for products that service providers already used lawfully and for service contracts concluded before 28 June 2025
    • Latvia: Service contracts concluded before 28 June 2025 must be brought into line with the accessibility requirements if they still run after 27 June 2030
    • Lithuania: The Article 30(3) transition ends for products lawfully used before 28 June 2025 and for service contracts concluded before that date
    • Luxembourg: The Article 34(2) transitional period ends for services provided with products the provider already used lawfully for similar services, and service contracts agreed before 28 June 2025 reach their five-year limit
    • Malta: The regulation 1(3) transition ends for services provided with products the provider already used lawfully for similar services, and service contracts agreed before 28 June 2025 reach their five-year limit
    • Netherlands: End of the transition for products already used to provide a service before 28 June 2025, and last date for service contracts agreed before then
    • Poland: Limit set by Art. 85 ust. 1 and 2: service contracts concluded before 28 June 2025 may run unchanged until this date at the latest, and providers may use non-compliant products they already used for services of the same kind before 28 June 2025 until this date
    • Portugal: The Article 38(1) transition for products already used to provide services ends, and under Article 38(3) no service contract concluded before 7 December 2022 may run beyond this date
    • Romania: End of the Article 29(1) transition for services provided with products already used for similar services, and outer limit for service contracts concluded before 28 June 2025
    • Slovakia: Latest end of the § 12(1) exemption for services provided under contracts concluded by 28 June 2025, and end of the § 5 period in Regulation No. 283/2023 Coll. for products already used to provide a service
    • Slovenia: The Article 43 transition ends for products that service providers lawfully used for similar services, and service contracts concluded before the Act entered into force may run no later than this date
    • Spain: The transition under paragraph 1 of the sole transitional provision ends for services provided with products the provider was already using lawfully for similar services, and service contracts concluded before 28 June 2025 reach their outer limit

    • Finland: EAA obligations begin to apply, and Act 106/2023 on emergency communications enters into force
    • France: EAA obligations apply to products placed on the market and to services, including services that already existed
    • Germany: BFSG enters into force: products placed on the market and services, including services that already existed, must comply
    • Greece: Part B of Law 4994/2022 applies under article 46(2). Products placed on the market and services provided from this date must comply
    • Hungary: The Act and the decree enter into force. Products placed on the market and services provided from this date, existing services included, have to comply
    • Ireland: Regulations come into operation under Regulation 1(2). Products placed on the market and services provided to consumers from this date must comply.
    • Italy: The provisions of the decree take effect under Article 25(1), and providers of covered services have to meet the accessibility requirements from this date
    • Latvia: The law and Regulation No. 128 enter into force, the date EAA obligations start applying across the EU
    • Lithuania: The law enters into force under Article 30(1). Products placed on the market and services provided from this date, existing services included, must comply
    • Luxembourg: Both laws enter into force and the appointment of the OSAPS director takes effect. The law applies to products placed on the market and services provided to consumers after this date
    • Malta: The regulations come into force under regulation 1(3) and apply to products placed on the market and services provided to consumers after this date
    • Netherlands: Implementatiewet in force: products placed on the market and services, including webshops that already existed, must comply
    • Poland: The act enters into force under Art. 88. Services offered from this date must comply, and Art. 84 keeps products placed on the market before it outside the act
    • Portugal: Obligations apply under Article 39(1) to products placed on the market and services provided to consumers from this date
    • Romania: Law no. 232/2022 enters into force under Article 30. Products placed on the market and services provided to consumers after this date must comply
    • Slovakia: Act No. 351/2022 Coll. and both government regulations enter into force, and the accessibility requirements start to apply
    • Slovenia: ZDPSI starts to apply under Article 46. Its accessibility requirements bind covered products and services from this date, subject to the transitional rules in Article 43 and in Article 17 of ZDPSI-A
    • Spain: Title I enters into force under final provision 18(2), apart from Article 27(4), which has been in force since 29 May 2023. Its requirements apply to covered products and services from this date
    • Sweden: Act SFS 2023:254 and Regulation SFS 2023:676 enter into force. Products placed on the market and services provided from this date must comply, including services that already existed

What a date does not tell you

A transition period ending is not the same as an inspection. No EU regulator has issued a fine under the EAA yet. What has happened is court claims brought by disability associations and complaints filed with market surveillance bodies, both of which arrive without notice. What the first ruling actually decided is a better guide to the risk than any deadline is.
