European Accessibility Act Compliance in Denmark (Tilgængelighedsloven)
The European Accessibility Act is transposed in Denmark by lov nr. 801 af 7. juni 2022 om tilgængelighedskrav for produkter og tjenester, known as tilgængelighedsloven. It entered into force on 28 June 2022, and its requirements apply to products placed on the market and services supplied from 28 June 2025. Covered services include e-commerce, consumer banking, e-books, access to audiovisual media services, electronic communications and parts of passenger transport.

The act covers businesses that place covered products on the Danish market or supply covered services to consumers in Denmark. The covered services are electronic communications, access to audiovisual media services, defined elements of air, bus, rail and waterborne passenger transport, consumer banking, e-books and dedicated software, and e-commerce. Micro-enterprises that supply services are exempt: fewer than 10 staff and either annual turnover or an annual balance sheet total of no more than EUR 2 million. The exemption covers services only. A micro-enterprise trading in products is relieved of documenting its exemption assessment, not of the requirements. Public bodies fall under a separate regime, lov nr. 692 af 8. juni 2018 om tilgængelighed af offentlige organers websteder og mobilapplikationer, supervised by Digitaliseringsstyrelsen.

When did the Danish accessibility law start to apply, and is there a transition period?
The act entered into force on 28 June 2022, and its requirements apply to products placed on the market and services supplied from 28 June 2025. Sikkerhedsstyrelsen states that e-commerce services must comply from that date even where the webshop existed earlier. The 2030 date is narrower than it looks: it covers services delivered by means of products lawfully used before 28 June 2025, and contracts agreed before that date.
Is my small business exempt as a micro-enterprise?
A micro-enterprise that supplies services is exempt: fewer than 10 staff and either annual turnover or an annual balance sheet total of no more than EUR 2 million. Both parts must hold. The exemption is for services, not products, although a micro-enterprise trading in products need not document its exemption assessment. Danish guidance counts staff as full-time equivalents, uses the last closed financial year, and treats e-books as services.
Which accessibility standard applies to my site in Denmark?
EN 301 549 is the practical reference. The act itself names no standard. Section 14 grants a presumption of conformity for harmonised standards cited in the Official Journal, and we could not confirm that any citation has been made under Directive (EU) 2019/882. The latest published version is v3.2.1, which carries WCAG 2.1 AA, and the WCAG 2.2 revision was still at ETSI approval stage in mid-2026. Building to WCAG 2.2 AA covers WCAG 2.1 AA as well.
Who enforces the rules and what are the penalties?
Sikkerhedsstyrelsen, since January 2026 the Markedsovervågning department of Erhvervsstyrelsen, covers the products and most of the services, with Energistyrelsen, Trafikstyrelsen and Søfartsstyrelsen covering telecoms and transport. The authority can order a trader to put the matter right, order sales to stop, and report the case to the police so that a court can impose a fine. Section 57 provides for fines but sets no amounts, so there is no published maximum for Denmark.
